The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project (SUWSSP), and intends to apply part of the proceeds toward payments under the contract for Procurement of Electromechanical Equipment for COVID-19 Intervention for Second Urban Water Supply & Sanitation Projects in Four Lots.

The Water Development Commission (WDC) now invites sealed bids from eligible bidders for Procurement of Electromechanical Equipment for COVID-19 intervention for Second Urban Water Supply & Sanitation Projects in Four Lots.

Bidders shall furnish documentary evidence that it meets the following requirement(s);

  1. Bidders must have undertaken at least 2(two) Contracts successfully completed implementations of the supply and delivery of goods each contract having an amount of ETB 29.5 million or equivalent for lot 1; ETB 3.3 million or equivalent for lot 2; ETB 13 million or equivalent for lot 3; and ETB 4.8 million or equivalent for lot 4 with a similar size, nature and complexity during the last 5 (five) years supported with names of clients, type and value of contracts. If the Bidder Participates on more than one lot the sum of each lots needed for more than one contract.
  2.  Audited financial statements of the firm for the last 5 (Five) years to confirm an average annual financial turnover of ETB 111 million or equivalent for lot 1; ETB 12.5 million or equivalent for lot 2; ETB 50 million or equivalent for lot 3; and ETB 18 million or equivalent for lot 4.
  3. Documentary evidences Liquid asset and credit facility of ETB 7.4 million or equivalent for lot 1; ETB 833,000 or equivalent for lot 2; ETB 3.3 million or equivalent for lot 3; and ETB 1.2 million or equivalent for lot 4.

Bidding will be conducted through the Modified International Competitive Bidding procedures as specified in the World Bank’s Guidelines:

Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Guidelines for Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants, issued by the World Bank in January 2011, revised 2014 “Procurement Guidelines”, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Interested eligible bidders may obtain further information from Water Development Commission, and inspect the bidding documents during office hours 8:30 A.M. to 3:30 P.M. local time at the address given below. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ETB 500.00 (Five Hundred only) or $15.00 (fifteen USD). The method of payment will be in cash.

Bids must be delivered to the address below on or before 06 October, 2020 at 14:00 hours (2:00 P.M) Bidders are allowed to submit their bid by e-mail, or through their embassy or local agents in the manner provided in the bidding document. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 06 October, 2020 at 14:30hours (2:30 P.M.).

 All bids must be accompanied by Bid Security of ETB 370,000.00 or US$10,060.00 for lot 1; ETB 83,000.00 or US$ 2,257.00 for lot 2; ETB 164,000.00 or US$ 4,460.00 for 3; and ETB 120,000,00 or US$3 263.00 for lot 4
