Assignment Title: Consultancy Services for Impact Evaluation of Solar and wind Water Supply Systems Project in Four Regional.

The Water Development Commission has intends to apply part of the proceeds for Consultancy Services for Conducting Impact Evaluation of Solar and wind Water Supply Systems Project in Four Regional states of Sates (Tigiray, Amhara, Oromia and SNNP)


The main objective the project is to Impact evaluate the effectiveness & efficiency of the solar implemented project in four regionals states (Tigiray, Amhara, Oromia and SNNP) and sustainability of solar and wind water pumping systems. Specifically, the Impact Evaluation will have the following specific objectives:

  • To investigate the merit and demerit of the existing solar and wind water pumping system;
  • To Impact Evaluate the economic and technical viability of solar and wind water pumping in comparison to the diesel driven water pumping systems; and
  • To examine government and private sectors institutions capacity, global conditions, the way forward or next steps and government policies for scaling up and sustainability of solar and wind water pumping technologies in line with CRGE strategy of the country.

Scope of the Work

The Project Impact Evolution and assessment should cover in four Regional states (Tigiray, Amhara, Oromia and SNNP) to be able to represent at national wise and different govemment, private and NGOs concerned with solar and wind water pumping. To achieve the intended results, major activities should be accomplished by the consultants include but not limited to the following: Project Impact Evaluation and Assessing System Configuration, Performance and Challenging of Solar and Wind Water Pumping Systems Project monitored regularly to allow cost-effective implementation of activities.

  • Project Impact Evaluation and Assessing any factors which can affect the solar and wind pumping systems
  • Propose Mitigation and Enhancement Measures for the Identified Major factors

The total duration of the service is 210 calendar days (7 months).

The Water Development Commission now invites competent and eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: Core business and years in business, qualification and experience in the field of assignment, organizational, managerial and technical capabilities of the firm, and general qualification and number of staff but not individual experts’ bio data. 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. But, should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.
