The Somali Regional State Water Resources Development Bureau through the Federal Democratic Republic of Ethiopia has received financing from the World Bank towards the cost of one WaSH National Program Implementation. The Bureau intends to apply a portion of the funds to eligible payments under the contract for which this Request for Expression of interest is issued.

2. Objective of the assignment

The overall objective of the assignment is to carry out community and institutions (schools and health institutions) Water Supply, Sanitation and Hygiene status assessment study of based on the findings of the assessment report, undertake community and institutions water supply, sanitation and hygiene service facilities feasibility study for the selected kebeles/Villages/Gots, and prepare cost effective detail design based on the outcome of the feasibility study in each Woreda under the assignment. In the process of doing so the consultant is also expected to fully engage sector offices at Woreda level and build local capacities.

3. Scope of the services

The scope of the assignment includes not limited to;

  1. The Woreda WASH Consultant (The Consultant) is expected to review sector policy and development strategy documents to be well acquainted and align with the sectors requirement in fulfilling the assignment.
  2. The consultant is expected to use primary and secondary data to carryout reconnaissance study to be incorporated in the prefeasibility report for water supply, sanitation and hygiene status study to identify Kebeles/Villages/Gots, health institutions, schools, etc. most prone to the water supply problem. This will include but not limited to the Woreda WaSH situational assessment, the WaSH need/gap assessment, the identification of priority areas, WaSH facilities unit cost assessment and resource requirements, recommendation on phasing of implementation and etc. This could serve as an input to the Woreda WaSH Plan that will be prepared by the WWT with the support of WSTs. As part of primary data source, the consultant is expected to carryout need assessment consultation with un-served community and institutions (schools and health posts/centers) to identify the preferred and affordable type of water supply and sanitation facilities to be constructed.
  3. The consultant should carry out consultation with the Woreda and Regional water sector stakeholders on the water supply, sanitation and hygiene output of the reconnaissance study and agree on the Kebeles/Villages/Gots, health institutions, schools, etc. for which feasibility study needs to be done,
  4. The feasibility study is expected to include among others available Climate Resilient water source options demonstrating with multi criteria decision-making (MCDM) technique like the technical, financial, environmental, O&M management, etc.
  5.  The consultant is expected to carry out geological, hydrogeological, hydrological, water quality, geotechnical investigation and geophysical investigation of the potential water sources (groundwater, surface water, spring, quantity and quality wise etc.) of the area and determine the location of the intake site, borehole drilling site, surface water intake site, spring, etc., the expected safe yield of the source and respective cost
  6. The consultant is expected to prepare BoQs bidding documents for source development related activities, assist the client in the bid evaluation and lead the construction supervision
  7. The consultant will design water supply infrastructure including source development, transmission mains ,pipe trenching and laying with necessary accessories, pumping equipment, power supply, storage reservoir/tanks capacity, distribution systems, inclusive communal /household water points, water points/ taps on premises for institutions(schools & health care), troughs for livestock watering if any
  8. Based on the most technically , socio economically and environmentally feasible and sustainable options, the consultant will undertake detail technical assessment including but not limited to hydrological survey and or topological profiling and other aspects as applicable and consultant on its discretion should deploy and use cutting edge technologies like GIS, remote sensing from high resolution platforms and robust techniques have to be deployed for further investigation of resilient water sources and have to be validated & justified with possible ground truthing.
  9. The consultant is expected to carryout detail design of the feasible option including the technical design (analytical report, technical drawings, pipe layout with pressure zoning, site plan, specifications, Bill of quantities, engineering cost estimate, Tender document), environmental studies, the water tariff for cost recovery and its affordability with the willingness to pay, the project implementation plan, business plan, water safety plan and the bid document.
  10. During tender period, the consultant will set prequalification criteria and preparation of response to tender queries in collaboration with the Region and woreda water bureau and Provision of Tendering assistance.

The Shortlisting Criteria are the following. The short-listing criteria are: Core business and years in business, qualification and experience in the field of assignment, organizational, managerial and technical capabilities of the firm, and general qualification and number of staff but not individual experts’ bio data.

5. Selection will be carried out as per the World bank “Procurement regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018”), and is open to all eligible bidders as defined in the Regulation.

6. A Consultant may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. But, should indicate clearly whether theassociation is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Consultant Guidelines.
