REQUEST FOR EXPRESSIONS OF INTEREST

The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has applied for financing from the World Bank toward the cost of the Ethiopia Digital Foundation Project (“Digital Ethiopia”) and intends to apply part of the proceeds for consulting services. The MoF wants to engage a qualified and experienced consultant to advise on Public Certification Authority (CA)

The objective of the consultancy service is to assist Ethiopia Communication Authority (ECA) in establishing a public CA. Specifically, the Consultant will support a feasibility study and assessment of CA models (eg using public key infrastructure, blockchain, etc), and the preparation of standard bidding documents for the procurement of hardware and software implementation of a public CA. The consulting services (“the Services”) include the following but not limited to:

  • Undertake a feasibility study on establishing a public CA. Perform an assessment of various CA models based on global best practices and provide advice on the detailed strategy to establish a government CA with recommendations for the appropriate model suitable for deployment in Ethiopia
  • Prepare TORs and standard bidding documents for the full establishment of a government CA:
  • Provide guidance on the institutional arrangements between the CA, the ECA, and other relevant agencies in Ethiopia;
  • Identify resources that may be useful in this purpose and providing coordinating functions;
  • Provide Training on relevant issues, in particular to the staff of ECA, Ministry of Finance, and the Ministry of Innovation and Technology;
  • Deliverable may be in English or Amharic
  • Provide additional assistance, as requested.

Contract Term: The service is expected to be completed up to 6 months effective from the date of contract signing. The consultant will be paid based on deliverables and actual days worked. Travel and per diem expense will be handled separately

Qualification and Experience: The qualification and experience required for consultants who would like to apply for the service should possess the following minimum criteria

  • An advanced degree in a related discipline, such as internet-related issues, telecommunications, cybersecurity, law, economics, social sciences, business administration, etc;
  • At least ten years of relevant experience, with a preference given to experience working in cybersecurity, internet issues, the establishment of government CAs, and regulatory policy-related issues;
  • Experience in project implementation, infrastructure, and technology management;
  • Experience in project management;
  • Experience working in developing countries, with experience in Africa an advantage;
  • Ability to communicate and write well; and Fluency in the English language is essential

The Ministry of Finance now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should send expressions of interest, together with information demonstrating that they have the required qualification and relevant experience to perform the service (description of similar assignments, experience in similar conditions, qualifications, and so forth) by providing CVs, and supporting documents The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest

A Consultant will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
