Assignment Title: Selection of Consulting Services work on actual Teaching Time Relative to Scheduled Instructional Time in Phase I Schools

So as to respond to multi dimension societal demand of education, Teachers and Educational Leaders Directorate strives to make teaching a profession of choice in Ethiopia, improving the professional development of teachers, and leaders of educational institutions through education and training. It is intended to achieve the quality learning out comes in developing the knowledge and skills of the teaching force at all levels.
The key intervention aimed at addressing deficiencies in teaching practice of the existing teachers will be development and implementation of a school-based teacher professional development program to provide continuous support to teachers. Program interventions geared to improving quality are proposed to be rolled out in a phased manner, with a subset of randomly selected, nationally representative woredas receiving the interventions in year I with gradual scale up to cover 50 percent of schools by the end of the operation.
Given that only schools in Phase I will receive the intervention for a meaningful period of time, outcomes related to learning improvements are proposed to be measured for this subset and can provide confidence that similar results can be expected in the Phase II and III schools that will receive the same or improved interventions. Quality Enhancement and Assurance Program for O-Class comprising two key components
- Quality Enhancement and Quality Assurance. The QE component, which aims to improve pedagogical practices in the classroom, includes teacher preparation and professional development.
To improve learning outcomes and put the programs into effect, GEQIP-E will provide support to improve primary school teachers’ ability to impart learning (effective teaching practice and adequate time-ontask). The percentage of classroom time scheduled for teaching will be verified against actual time used by the teacher for teaching will be studied through sample based classroom observations and an unannounced school visits to a sample of phase I schools. The survey will be undertaken by an independent agency with a technical capacity to undertake time-on task observations.
The objectives of the research are stated hereunder:
- to improve pedagogical practices in the classroom in general and effective time utilization in particular.
- to maximize internal efficiency
- to increase the quality of learning
- to verify actual time used versus time scheduled for teaching/actual teaching time relative to scheduled instructional
3, Scope of services
The study will cover 30% of (among 2160 schools about 648 schools will be included) phase I schools. Bearing in mind the geographical dispersion of these schools, all regions have representative samples on the basis of the number of phase I schools in the region. An unannounced classroom observation and other relevant methods will be employed
The total duration of the service is 4 (four) months after the contract signing date
The Ministry of Education now invites competent and eligible consulting firms to indicate their interest to provide the Services demonstrating that they have the required qualifications and relevant experience to perform the assignment.
The short-listing criteria are: firm’s general Experience in Consultancy, relevant experience of the firm in the field of assignment, firm’s availability of appropriate and professional qualifications among staff.
The consultancy should submit summarized description of their facilities and area of expertise.
The Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the PPA Consultant Guidelines. Request for proposal (RFP) for this assignment will be subsequently issued to qualified shortlisted firms. The application should be submitted in English language.
