The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of Resilient Landscapes and Livelihoods Project (RLLP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes independent procurement audit (review) in six regions and 152 project woredas (to be considered 35% of them).
The service will be commenced on January 1, 2021, and shall be finalized in 135 staff days. The detailed Terms of Reference (TOR) for the assignment can be obtained from our office or can be obtained at the email address firstname.lastname@example.org.
The Ministry of Agriculture now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications, capability which should include core business, technical and managerial capability of the firm and relevant experience to perform the Services.
The shortlisting criteria are:
General experience and capability which should include Core Business.
Years in Business, relevant experience, and technical and managerial capability of the firm.
The firm shall present documentary evidence that properly delivered similar assignments in the procurement audit.
The firm shall have similar business experience in the procurement audit and should indicate years of experience in a similar assignment.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Selection and employment of consultants under IPF by World Bank Borrowers July 2016 Revised November 2017 and August 2018 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest, as per paragraph 3.17of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS (Selection Based on the Consultants’ Qualification and Cost) method set out in the Procurement Regulations.
