Assignment Title: Process Evaluation of Urban

Productive Safety Net Project

The Federal Democratic Republic of Ethiopia has received financing from the World Bank to the cost of the Urban Productive Safety Net Project (UPSNP)], and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes 2 years of UPSNP process evaluation of 2012 EFY (01 Hamle 2011 EC – 30 Sene 2012 EC) – 2019 2020 and 2013 EFY (01 Hamle 2012 EC 30 Ser: 2013 EC) – 2020 2021 following two phases. The process evaluation will cover all aspects of the UPSNP project implementation processes and procedures in the UPSNP 11 cities. The process evaluation will cover all project components and sub-component activities with the exception of the Urban Destitute and “regular” Public Works and will compare the actual implementation arrangements with the compliance against the agreed process and procedures in the PIM.

The Process evaluation has the following 5

objectives:

  1. To assess the adherence of the concerned government implementing agencies with the implementation manual, guidelines, and with any associated annexes or documents.
  2. To identify the potential challenges of the project implementation at each level of the project implementation
  3. To propose improved implementation processes and procedures, as well as institutional adjustments to ensure proper implementation of  the project.
  4. To learn and draw lessons from this Process Evaluation for potential project extension and for similar projects.
  5. To assess how the Public Works were implemented during COVID and how far procedures were followed (only for EFY 2012)

The estimated implementation period for the assignment is 12 months.

The Federal Urban Job Creation and Food Security Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria include: relevance of core business and years in business, qualification and experience in the field of assignment; technical and managerial capabilities of the firm to carry out surveys and analytical work; and general qualification and number of key staff but not individual experts’ bio data.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
