The Federal Goverment of Democratic of Republic Ethiopia has received financing from the World Bank toward the cost of the Transport Systems Improvement Project (TRANSIP), and intends to apply part of the proceeds for consulting services

The consulting services (“the Services”) include

  • Ensuring complete understanding of the business requirements for all studies including Transport and Traffic Management System (TTMS), current status, and dependencies
  • Supervising the work of the technical consultants: project designs, bid specifications and tendering of bidding documents for Driver Licensing system, Vehicle registration and inspection system, Penalty management system, Accident data management system, Operator Registration system and Gender Mainstreaming projects and deliverables in relation to the business requirements;
  • Ensuring end-to-end business requirement definitions for all studies including functional integrity
  • Ensuring that gender mainstreaming is considered in the project execution according to the gender mainstreaming guideline.
  • Resolve any ambiguities with respect to requirements
  • Maintain regular communication with business request owner (business interface)
  • Manage the business request as a project through design, development, test, and roll-out
  • Ensure functional changes are delivered across all systems
  • Coordinating the monitoring of results
  • Insure Quality control of technical issues.
  • Provide status information to Project Manager (Technical Coordinator)
  • Act as Single Point of Contact (SPOC) for business/operational requirements clarification
  • Implement appropriate PM principles and tools
  • Effectively coordinates the activities of the team to meet project milestones.
  • Create task lists for team members
  • Review the business team members performance

The Federal Transport Authority/ TRANSIP now invite eligible consulting individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. And also required to submit as part of an expression of interest, a one page summary of their understanding of the TRANSIP Component C: Sub-Component I to 3. Project Appraisal Document (PAD) of TRANSIP, can be accessed at The World Bank website.

The shortlisting criteria are (but not limited to):

  • Minimum College degree in Transport, Business Management, Project Management, related discipline;
  • 08 years of experience for BA or BSC and 06 years for MA or MSC in the Transport and other related industries with demonstrated business
  • process management and project management. Among these, 4 years on supervisory or coaching roles.
  • serving as business team leader in at least two project development and implementation
  • Experience in International consultancy procurement (Evaluation) wil be a plus
  • Having a project management certification and /or analytics MBA will be a plus

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

An individual consultant will be selected in accordance with the individual consultant selection method set out in the Consultant Guidelines.

The service of the team leader will be required on a full-time basis with a one year contractual employment duration and with possible extension based on performance.

The Consultant shall be accountable to the TRANSIP Implementation Unit Head.

Expressions of interest, including a one page summary of their understanding of the TRANSIP Component C: Sub-Component 1 to 3, must be delivered in a written form to the address below (in person, or by mail, or by fax) by 18 January 2021 before 16:30 hours.
