CONSULTING SERVICES: Assistant Procurement Specialist

  1. The Government of Ethiopia has received financing from the World Bank (WB) toward the cost of the Ethiopia Trade Logistics Project (ETLP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include engaging the consulting services of qualified and experienced Assistant Procurement Specialist. The successful applicant will be engaged immediately on a full time basis for one year (extendable depending on the satisfactory performance for the first three months of contract duration). 
  2. The EMAA now invites qualified and experienced consulting individuals (“Consultants”) to express their interest in providing the Services for the above position. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are qualifications and experience. 
  3. The desired Assistant Procurement Specialist should possess the following qualifications, Experience and competencies: 
  • Bachelor/Master’s Degree from reputable and recognized universities preferably in Procurement and Supply Management, Economics, Business Administration, Accounting, Logistics & Supply Chain Management and related fields. 
  • Excellent knowledge and understanding of public procurement and contract management A least 10/8 year relevant work experience for Bachelor/Master’s Degree respectively; 
  • At least five years’ experience in Bank financed projects 

4. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

5. A Consultant will be selected in accordance with Individual Selection method set out in the Consultant Guidelines. 

6.
