  • The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project and intends to apply part of the proceeds for the above-referenced contracts of consulting services.

2. Duration of the Assignment: The consulting service intended duration is for 8 months for each contract (44 Toilets)

3. Objective of the Assignment:

  • To assess and review the existing designs based on baseline assessment on existing toilets following national and international standards.
  • Supervise the construction and manage the contract for the construction of public institutional toilets located at different sites, schools, and health facilities and develop management model for the managing 44 toilets, communal toilets, public health and public school toilets
  • To Produce ESTA and ensure the successful implementation of the project’s environmental and social safeguards instruments
  • To prepare Federal level (WDC, MOH, and MOE) and city level AAWSA AARBDA, AABOH and AABOE) public toilet Management documents review and delivery of revised document

4 Scope of Services

  • The scope or the consulting services is for design review and contract administration and construction supervision of public/institutional toilets with total sum of 44 toilet on the basis of general descriptions and project program. The followings are the major tasks to be undertaken by the consultant:
  • Preparation of specification, preparation of working drawings and contract document for the construction of toilet buildings specified in each lot.
  • Contract Supervision and Administration of the Contract for 44 Toilets project As a major assignment to include all socio Economic (SE) analysis with gender issues to be addressed for the successful implementation and sustainability of the project.

6. Estimated Total Person Month/Input: 54 Persons Month Input for each contract (44 Toilets)

  • The Addis Ababa Water and Sewerage Authority (AAWSA), Water and Sanitation Infrastructures Development Division Office now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:-Core business and years in business, qualification, and experience in the field of assignment, organizational and managerial capabilities of the firm, and general qualification and number of key start but not individual experts’ bio data
  • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits by World Bank Borrowers dated January 2011 and revised July 2014 (‘’Consultant Guidelines”), setting forth the World Bank’s policy on conflict of Interest for consulting services.
  • Consultants may associate with other firms in the form of a joint venture or a sob consultancy to enhance their qualifications.
  • A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as is set out in the Consultant Guidelines.
  • A consultant can express in more than one contract, but shall only be shortlisted for one contract A Consultant has to indicate the contract number for which it expresses its interest
