Invitation to Bid of Sawla City Administration

Sawla City Administration Office of Finance and Economic Development office invites the Bidder of All Contractors having a license of:

  1. RC/GC with Grade 6 and above for construction of Gravel road Construction,
  2. RC/GC/BC with Grade 6 and above for Drainage Construction and
  3. Electromechanical Grade 3 and above to construct Street light construction with license valid for the year 2013 E.C.

1. Sawla City Office of Finance and Economic Development (OFED) now invites sealed bids from eligible and qualified bidders for the construction of Gravel road, Drainage, and Street light. The project details are as follows.

2. Bidding will be conducted through the National Open Biding and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

3. Interested eligible bidders may obtain further information from the Office of Finance and Economic Development, and inspect the Bidding Documents at the address given below from 8:30 AM to 12:30 PM and from 1:30 PM to 5:30 PM.

4. Qualification requirements include Legal, Professional, Technical, and Financial admissibility of the bids, as detailed in the Bidding Documents. In addition, a bidder shall submit a renewed certificate of competence showing that it is a contractor. This is to be verified when necessary,

5. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of 500 ETB (Five hundred Ethiopian Birr). The method of payment will be in cash, against a receipt.

6. Tenders must be delivered to the address given below on or before 31st days from the advertisement of this bid at 10:00 AM Sawla City Administration Finance and Economic Development Office.

7. The bid is one envelope system for gravel road and drainage and two envelopes for street light construction. Therefore, the bidders shall be required to submit original bid documents in ONE envelope containing the technical and financial proposals in one and sealed on one mother envelope and clearly mark it “ORIGINAL” for gravel and drainage construction and one original technical document and one original financial proposal separately for street light construction clearly mark it “Original? And Bidder shall Submit copies of the bid documents in ONE envelope containing the technical and financial proposals and sealed on one mother envelopes and clearly mark it “COPY” for gravel and drainage construction and two copies of technical documents and two copies of financial documents separately for street light construction clearly mark it “COPY”

8. Tender will be opened after 30 days or on 31st days from the advertisement of this bid in the presence of those bidders or representatives who can attend at the address mentioned below at 10:30 AM. If the opening date becomes a weekend or holiday, it will be opened the next working day.

9. All bids must be accompanied by a Bid Security of 50,000ETB (Fifty thousand Ethiopian Birr).

10. Bidder has to confirm that he accepts the correction of the calculation error According to the provision stipulated in article 16.19.2.1 of the regional revised public procurement directive bidders with the arithmetic error of more or less than 2 % as compare to their respective readout price shall be rejected.

11. The Office of Finance and Economic Development of Sawla City reserves the right to reject any bid and to annul the bidding process and reject all bids at any time prior to contract award, without thereby incurring any liability to Bidders.
