Invitation for Bid

1.The Federal Democratic Republic of Ethiopia Office of the Road Fund has allocated budget towards the cost of the following Tire with inner tube & flap of construction machinery, heavy trucks, and small vehicles and intends to apply part of this budget to payments under these Goods. The Tire size description, Required Quantity, amount of bid security, and one-year period of the service, for each goods, is indicated in the following table.

2. The Oromia Roads Authority (ORA) now invites all interested and eligible bidders to submit sealed bids for Supplying of Tire, with inner tube & flap of Construction machineries, small vehicles & heavy Trucks the above goods.

3. Interested bidders shall submit the following evidence:

I. Trading Business License renewed for bid period and Commercial Registration Certificate from authorized bodies.

II. VAT & Tax payer Identification Certificate issued by the tax authority,

III. Tax Clearance certificate issued from the Tax Authority (Inland Revenue Authority) which allows the bidder to participate in public tenders at the date of the deadline for bid submission

IV. Evidence of/Being/ Registered at Ethiopian Public Procurement and Property Administration Agency (PPPAA) Supplier list currently.

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the bidding document.

5. Upon submission of written application together with documents listed under No.3 above, a complete set of bidding documents can be purchased from ORA’s procurement Branch office against non-refundable payment of birr 100. Effective from the first date of announcement. The method of payment shall be in cash to the ORA’s Head Office Cashier.

6. Bidders shall prepare BID PROPOSAL IN TWO COPIES (ONE “ORIGINAL” & ONE PHOTOCOPY of THE ORIGINAL”) in accordance with the following Volume sealed separately & shall submit in the wax-sealed envelopes. Volume I. Technical proposal (One Original & One photocopy of the Original sealed separately) Volume II. Financial proposal; (one Original & One Photocopy of the Original Sealed Separately

7. Bid Proposal shall be accompanied by a bid bond of the above table indicted in the form of unconditional Bank Guarantee or CPO only.

8. Bid Proposal (both Technical & Financial Proposal) shall be submitted on/before on December 18/2020 at 2:00 P.M. Late bids submitted after the deadline will be rejected. Technical Proposals will be opened by the procurement and supply Directorate of the Authority in the presence of bidders’ representatives who choose to attend, at the address below on the same date at 2:30 pm.

9. Evaluation is to be carried out in two stages, Qualification Information First and Financial Bids of Qualified bidders next. Financial Proposal of qualified bidders will be opened at the same address given below on the date that is to be declared by the Authority’s Bid Endorsing Committee after completion of the evaluation of Technical Proposals. Unqualified Bidders’ Financial Proposal will be returned unopened to the Bidders.

10. Oromia Roads Authority reserves the right to accept or reject any or all bids.
