Norwegian Church Ald  (NCA) is an international organization working for global justice, currently operating in 24 countries. In Ethiopia, NCA is legally registered with the Civil Society Organizations Agency as a Foreign Charity. NCA has maintained a presence in Ethiopia since 1974, undertaking both emergency and development activities in five thematic programs; namely, Water, Sanitation and Hygiene (WASH), Reproductive Health, Climate Resilience, Humanitarian Response, and Peace Building. Currently, NCA is working in Oromia, Amhara, Tigray, Somali, the Southern Nations, Nationalities and Peoples’ Region (SNNPR) and Gambela National Regional States and the Addis Ababa City Administration, 

During the current strategic period (2020-2024), NCA Ethiopia (the Country Office) together with its four partners (EOC-DICAC, EECMY DASSC, ECC-SADCOM, and TAMIRA) designed a five-year (2020-2024) Program called “Leveraging Faith and Strengthening Civil Society” and secured funding commitment from Norad. The Program, which consists of Climate Resilient WASH (CR-WASH), Faith-based Climate Action (FBCA), and Gender-based Violence/ Sexual Reproductive Health (GBV/SRH) interventions, will be implemented in a colocalized and highly integrated manner, in Shashemene Town, Shashemene Zuria and Arsi Arsi Nagele Districts of West Arsi Zone, Oromia Region; Ankober and Tarmaber Districts of North Shawa Zone, Amhara Region; and Seharti Samere District, South East Tigray Zone, Tigray Region. 

Now, NCA is now seeking to recruit the service of a local consulting firm with expertise and extensive experience in Baseline Studies in the areas of Climate Resilient WASH (CR-WASH). Faith-based Climate Action (FBCA)/ Climate Resilience, and Gender-based Violence/Sexual Reproductive Health (GBV/SRH) interventions, to carry out Comprehensive Baseline Study of its three thematic Programs: the CR-WASH, GBV/SRH, and the FBCA Programs. The baseline study is intended to serve as a benchmark for measuring changes brought about by the Program in the future. 

Eligibility: 

  1. Bidders must have renewed trade license/ certificates for 2012 E.C. (2019/20 G.C.), VAT, TIN, Registration Certificate, and another supporting letter/s concerning whether they have paid the taxes for the government. Previous experience supported with certificates from client/s is/are mandatory. 
  2.  Bidders should submit their offers in wax-sealed envelopes to NCA’s Procurement Office @ the Receptionon or before02 October 2020 until 4:30 PM and must be accompanied by a bid bond amounting to two (2%) of the offer in the form of CPO or bank guarantee. 
  3. Interested and eligible consultancy firms may collect Terms of reference (TOR), including Scope of Work prepared for this purpose for free from 9:00 AM to 12፡00 noon or from 2:00 PM to 4:00 PM starting 28th of September 2020 from the NCA office, whose address is:
