Background Information:

Hawassa polytechnic college is one of EASTRIP Implementing TVET in Ethiopia, which aimed to establish a flagship institute in garment and textile sector. The EASTRIP has funded by the World Bank, is designed to address challenges in skills shortage and mismatch, by providing technical, financial and industry partners to increase the access and improve the quality of training programs in the college and to facilitate regional integration by providing a regional platform to promote exchanges of policies and practices, students and faculty mobility and harmonization of standards and qualifications.

As part of the general project implementation agreement, the project has intended to apply part of the proceeds for the selection of a consulting firm on two major EASTRIP components: Strengthening governance and management and developing demand-driven training programs

Brief Description of the Assignment

Objectives of the consultancy

The major objective of this contractual assignment from HPTC is to search out service from a highly qualified and experienced Consulting Firm to support and consult the institute on its vision to become a flagship institute in East

Africa specifically through conducting capacity assessment and international benchmarking to strengthening governance and management and study the market to develop competency-based and market-relevant training programs.

Major Tasks of the Assignment

  • Develop assessment tools and conduct a general institutional capacity assessment to identify and study the current status and situation of the institute readiness of management, trainers, and administration staffs for change, their knowledge and skill levels, and attitude, their aspirations, goals and motivating factors, and challenges in the system
  • Assess institutional structure and arrangements of selected international benchmarking TVET institution and compare the current status of the HPTC with the selected benchmarking institute, identify major gaps, revise the strategic investment plan in a manner to be flagship institute through implementing EASTRIP.
  • Analyze and develop data collection tool (checklist), guidelines and procedures to be used during selected international benchmarking institute visit and orient and conduct exercise to delegates on the use of the tool, organizing and compiling the findings.
  • Assess existing and potential internal and external income sources of the college in general and garment and textile sector in particular and develop income generation plan (business plan).
  • Develop capacity-building strategies and implementation guidelines for college management, trainers, and administrative staff.
  • Conduct the labor market survey assessment and organize, analyze the collected data and compile detailed survey report in the areas of garment and textile sector
  • Conduct and compile tracery study to learn graduate status with practical and hands-on information on their current employment status of the college in general and garment and textile graduates in particular for the last three successive graduates
  • Based on the labor market and tracer study findings, revise the existing curriculum, develop six to eight demand-driven programs for both long term (including BSc Degree program) and short term training each, design and develop curriculum as well as prepare Teaching Training and Learning Materials (TTLM) and training manuals for garment and textile technology sectors accordingly.

Experience, Resource, and Delivery Capacity Required Years of Experience: Minimum of 6 years of experience in conducting similar assignments with a sufficient number of team members

Minimum of 6 years of experience in consultancy

  1. Demonstrated capacity in providing training, consulting, and facilitating benchmarking for not less than three (3) years in East African countries
  2.  Previous experience in preparation of detailed project reports/feasibility reports /assessment studies, capacity assessment, tracer & labor market study, program and curriculum development, teaching, training and learning materials preparation etc. in specific TVET sector and/or industry last three (3) years.
  3. The firm must have been registered for the last 6 years and currently renewed
  4. The consultancy organization should have an audited financial statement in the last three financial years

In general, a mix of knowledge, skills, and work experience on projects financed by the World Bank or similar international organizations and surveying projects conducted in the areas of Textile and Garment industry will also be considered as an advantage

The consulting firm may (highly encourage) associate with other firms in the form of a joint venture or a sub consultancy either national or internationally to enhance their qualifications and assist with defined and specialized activities like international benchmarking, tracer study, labor market study, curriculum design and development, institutional capacity assessment and business plan development.

Nature of Work Experience: Under Government/Semi-Government/Private/Bank/Insurance Corporate House/NGO

Minimum of Documentary Evidences: Track records of last three years in consultancy service and documentary evidence of the eligibility of the participating bidders preferably in TVET sector

Duration of the Assignment: Duration of the contract would be for eight months

The consulting firm will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines of the World  Bank’s Procurement Regulations for IPF Borrowers dated July 2016, Revised November 2017 and August 2018 (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest.
