REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)

  • Assignment Title: Consultancy Services to Develop Institutional Risk management, skill competition, and Internship/cooperative training manual and strategy

The initiative of the Etnraopilroivg4glia secured financing support from the World Bank under the EASTRIP to strengthen selected TVET colleges to become Regional Flagship TVET Institute (RFTI) for high-quality skills training and development in selected priority sectors. One of the selected beneficiaries is the Federal TVET Institute to establish a Centres of Excellence for Precision Tool & Die Making and Leather and Leather Products”, and intends to apply part of the proceeds for Consulting Services. Accordingly, the Federal Technical and Vocational Education and Training Institute on behalf of the Federal Democratic Republic of Ethiopia has planned to engage a consultant to provide services for 1) Developing an institutional risk mitigation strategy 2) developing a manual for TVET internship, and cooperative training 3) preparing manual and guideline for skill competition. 

The Consulting Services include: 

  1. developing a full-fledged manual & strategies on analysis of internal and external risks and its mitigation strategies of the TVET institute, 
  2. Developing an institutional framework for cooperative and internship training at federal TVET institute level and beyond. Doing so would enable to achievement of the development objective of the EASTRIP project that is to ensure the quality of education and training and to improve the relevance and employability of graduates. 
  3. Preparing standard guideline or working document that guides on how to organize and engage in Skills Competition which is a critical platform to enhance institutional as well as professional exchange in a sustainable fashion 

The consulting firm is required to conduct assessment and study on the following major component and related issues: 

Component one, Developing institutional risk mitigation strategy: The consultant is required to: 

  • present the findings and risk analysis document on the internal and external environment of the institute. 
  • identify analyses, and evaluate internal and external risks of TVET institute in conducting SWOT analysis focusing on PESTEL (Political, Economic, Social, Technological, Environment, and Legal situation) of the Institute. 
  • develop risk mitigation strategy and manuals based on the identified actual and potential risks above pertain to Academic; administrative Environmental, social, Health, and Safety (ESHS) issues. 
  • develop risk management and monitoring program for the identified risks and mitigation measures. 
  • indicate the key stakeholders of the institute to participate in internal and external risk analysis and mitigation strategies of the TVET institute. 

Component Two, developing a manual for TVET internship and cooperative training: 

The consultant is required to: 

  • Develop cooperative training guideline with a clear role and responsibility of industry & TVET institute 
  • Develop internship modality with a clear role and responsibility of industry and TVET institute 
  • Make sure that the manuals align cooperative and internship strategy with existing curriculum and OS training practice 
  • Develop a communication strategy to promote internship & cooperative training 
  • Come up with administrative and financial solutions in implementing internship and cooperative training 
  • Develop a platform to have permanent industrial workshop, industry trainer and assessor in the Industry workplace 
  • Develop internship monitoring and evaluation mechanism 
  • Come up with alternative strategies in the absence of proper industry partnership to implement internship/ cooperative training/. 

Component three, preparing manual and guideline for skill competition: 

The consultant is required to: 

  • Outline the general principles and phases of Skills Competition for effective 
  • experience sharing with due focus on skills development and employability, 
  • Identify key partners and stakeholders for possible collaboration and participation during Skills Competition; 
  • Identify possible resources and equipment for effective management of such events; 
  • Lay the foundation for the regular planning and implementation of Skills Competition across the sector, 
  • Offer guidance on how organizations can establish and promote Skills Competition at the global, regional, and national level, 

The consulting services (“the Services”) include all services and deliverables such as: Inception report, finalized manuals, guidelines and strategies, monitoring and evaluation Strategy, Questionnaire & Survey data analysis, etc. 

The contract duration in total is 5 months and is expected to commence in December 2020.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
