The Federal Democratic Republic of Ethiopia Environment, Forest and Climate Change Commission

Term of Reference for the preparation of Ethiopia’s Third National Communication to be submitted to the UNFCCC UNFCCC

Objectives

The main objective of this mission is to prepare Ethiopia’s TNC for the UNFCCC thereby meets its obligations to the convention. It also aims to strengthen the technical and institutional capacity of Ethiopia to sustainably prepare and report its future National Communications to the UNFCCC.

Experience and Qualifications

Consultant Firms Experience

  • At least seven years of relevant experiences in the field of climate change mitigation, low emission initiative, Greenhouse Gases Inventory, mitigation action and programs related to climate change;
  • Specific national or international experience and expertise in conducting adaptation and mitigation assessment, preparation of GHG Inventories, a compilation of National Communications;
  • Experience in conducting training on mitigation, adaptation assessment, and GHG inventory,
  • Familiar with UNFCCC reporting requirement, IPCC 2006 Guidelines, IPCC software, and mitigation and adaptation modeling software;
  • Strong knowledge of government policies and strategies on low emission, including CRGE
  • Familiar with government institutions and coordination mechanism;
  • English language fluency and strong writing skills required;
  • Proven experience in providing consultancy services and certificate of successful fulfillment of previous related assignments
  • Previous experiences in the preparation of National Communication Report In addition, to deliver the above-indicated outputs and activities, the consultancy firm should have a team composed of six experts with the areas of expertise on:

a) GHG Inventory Expert

The GHG Inventory expert should meet the following minimum criteria:

  • Master’s Degree or equivalent in Environment or Forestry or Climate Change or other equivalent fields relevant to the expected services and seven years of experience in the field;
  • At least five years prior working experience in projects related to GHG inventory:
  • Knowledge of the UNFCCC national communication reporting guideline, IPCC 2006 guideline, and IPCC software,
  • Sound and broadly recognized scientific expertise on the area of Climate Change:
  • Prior Experience in preparing GHG inventory, and national communication documents:
  • Familiarity with the UNFCCC reporting requirement

b) Vulnerability Assessment and Adaptation (V&A) Expert

The expert undertaking these activities should meet the following minimum criteria:

  • Master’s Degree or equivalent in Environment or Forestry or Climate Change or other equivalent fields relevant to the expected services and seven years of experience in the field.
  • Knowledge of vulnerability and adaptation modeling software;
  • Highly qualified expertise in the fields of vulnerability analysis,
  • Prior experience in vulnerability assessment, adaptation assessment, scenario development and national communication documents preparation;
  • Familiarity with the UNFCCC reporting requirement;

 

c) Mitigation Expert

The expert should meet the following minimum criteria:

  • Master’s Degree or equivalent in Environment or Forestry or Climate Change or other equivalent fields relevant to the expected services and seven years of experience in the field;
  • Knowledge of mitigation actions modeling software;
  • Qualified technical expertise in mitigation analysis;
  • Prior experience in preparing scenarios for GHG mitigation and national communication documents preparation;
  • Familiarity with the UNFCCC reporting requirement and IPCC methodology;
  • All Interested Eligible Consulting firms which qualify the above minimum requirements may receive the Bid Document from Environment, forest and climate change office
  • No 105 from Monday to Friday morning 8:30 AM to 12:30 AM afternoon 1:30 PM to 5:30 PM by paying 100.00 (one hundred birr) for each document or Bid.

  • Bids must be delivered to the address below until 21 from the date of announcement on the Ethiopian Herald and Addis Zaman before 4.00 AM morning.

  • The Bids will be closed on 21 from the date of announcement on The Ethiopian Herald and Addis Zaman at 4.00 AM morning and the Bid opened on 21 the same date in the presence of Bidder’s Representative who chooses to attend at the time date of Submission 4.30 morning
  • The Bidders shall submit Technical Document and Financial Document original and copes
  • Bids must be accompanied by Bid Security of ETB 100,000.00 One Hundred thousand in the form of cpo
  • The public body reserves the right to reject any bid to annul the bidding process and reject all bids any time prior to contract award, without thereby incurring any liability to Bidder
