Environment, Forest and Climate Change Commission(lot one )

  1.  Terms of Reference for conducting an assessment on the contribution of non-governmental organizations to the CRGE/NDC Implementation

Purpose

The main purpose of this assessment is to study the overall contribution of the nongovernmental organizations, private sector, and CSOs in the implementation of Ethiopia’s CRGE/NDC

Minimum Organization and Consultancy Taskforce Requirements

  • At a minimum, of master-level in climate adaptation and mitigation, or related areas. At least 10 years’ experience in the development of climate change-related documents in developing countries specifically in Ethiopia;
  • Recent knowledge of the institutional and policy environment of P Ethiopia in the context of the GTP-2, the new 10-years perspective ti and GTP III plans, CRGE, NDC, and other related national documents would be an advantage. Knowledge of the context of climate change in Ethiopia will be required,
  • Demonstrated management capacity, work experience and knowledge mof policy instruments; climate mitigation, adaptation and financing: F environment, and institutional issues in sub-Saharan Africa, particularly Ethiopia is required
  • Demonstrated understanding of the Paris Agreement, associated decisions and other decisions enacted by the UNFCCC,
  • Professional experience in delivering high profile mitigation and adaptation analytical products and consultative projects in Sub-Saharan Africa, particularly Ethiopia, including management of the consultations required;
  • Capability to deploy strong analytical skill, communication and presentation expertise.

2 Terms of Reference for the National NDC/CRGE Communications Strategy Development(lot 2)

Objectives of the Assignment

The objective of this assignment is to develop a communication strategy aimed to increase awareness and knowledge on CRGE/NDC in Ethiopia Minimum Organization and Consultancy Taskforce Requirements

  • Advanced University degree in Communication, in Journalism and Mass Communication, Communication studies and Public relations, Literature, Language Studies, Political science and foreign relations or other related fields with a minimum of ten years’ experience;
  • Extensive work experience and proven record in communications, advocacy, policy, campaigns, strategic management;
  • demonstrate prior experience in developing a communications strategy, ideally in the development context;
  • Experience working in climate change mitigation & adaptation, conservation, natural resource management;
  • Demonstrated management capacity, work experience and staff with knowledge of policy instruments, climate mitigation, adaptation and financing; environment; and institutional issues in sub-Saharan Africa, particularly Ethiopia is required.
  • Demonstrated understanding of the Paris Agreement, associated decisions and other decisions enacted by the UNFCCC;
  • Recent knowledge of the institutional and policy environment of Ethiopia in the context of the GTP-2, the new 10-years development plan, CRGE, NDC and other related national documents would be an advantage;
  • Capability to deploy strong analytical aptitude, communication and presentation expertise

3 Term of Reference for the preparation of Ethiopia’s Third National Communication to be submitted to the UNFCCC (lot 3)

Objectives

The main objective of this mission is to prepare Ethiopia’s TNC to the UNFCCC thereby meets its obligations to the convention. It also aims to strengthen the technical and institutional capacity of Ethiopia to sustainably prepare and report its future National Communications to the UNFCCC. Experience and Qualifications

Consultant Firms Experience

  • At least seven years of relevant experiences in the field of climate change mitigation, low emission initiative, Greenhouse Gases Inventory, mitigation action and programs related to climate change;
  • Specific national or international experience and expertise in conducting adaptation and mitigation assessment, preparation of GHG Inventories, a compilation of National Communications; Experience in conducting training on mitigation, adaptation assessment, and GHG inventory,
  • Familiar with UNFCCC reporting requirement, IPCC 2006 Guidelines, IPCC software, and mitigation and adaptation modeling software, Strong knowledge of government policies and strategies on low emission, including CRGE
  • Familiar with government institutions and coordination mechanism; English language fluency and strong writing skills required; Proven experience in providing consultancy services and certificate of successful fulfillment of previous related assignments
  • Previous experiences in the preparation of the National Communication AHF Report

4. Assess the impacts of Green House Gas (GHG) mitigation policies measures and develop a guideline for their formulation (lot 4)

Objectives

The aim of this consultancy is to assess the impacts of GHG mitigation policies measures on waste management (landfill management), light rail transit, and the use of biofuel and develop a guideline on the formulation of mitigation policy measures assessment, which will provide a guidance and skill development road-map for experts in the above-stated sectors.

Experience and Qualifications

At least 7 years of relevant experiences in the field of Greenhouse Gases policy mitigation action, GHG Inventory for waste management, light rail transit biofuels and programs related to climate change,

  • Specific national or international experience and expertise in conducting GHG mitigation policy measure intervention, GHG mInventories for identified thematic area,
  • Experience in conducting training on GHG mitigation action,
  • Familiar with UNFCCC reporting requirement, IPCC 2006 Guidelines. Strong knowledge of government policies and strategies on low emission, including CRGE
  • Familiar with government institutions and coordination mechanism;
  • Proven experience in providing consultancy services and certificate of successful fulfillment of previous related assignments Demonstrated understanding of the Paris Agreement, associated decisions and other decisions enacted by the UNFCCC

5. Development of Quality Assurance (QA)/ Quality Control (QC) plan for Greenhouse gas Inventory (lot 5)

Objectives

 The purpose of this consultancy is to develop a general, sector-specific, and cross-cutting QA/QC plan to improve emission estimates by reducing or the uncertainty of national GHG inventory reports level. Furthermore, this will help guide experts involved in greenhouse gas inventory to acquire, expertise and skills that enable them to prepare a transparent, consistent, comparable, complete, and accurate national greenhouse gas emission, plan. It also enables GHG inventory practitioners to Handle case-specific inventory processes by source and removal by sink reports for both national and international stakeholders,

Experience and Qualifications

  •  At least seven (7) years of relevant experiences in the field of Climate  Science, Low emission initiative, Greenhouse Gases Inventory, mitigation action, IPCC guidelines and programs related to climate change;
  • The Consulting Firm should have experiences in GHG MRV system application, familiarity with IPCC 2006 guideline and UNFCCC of reporting requirements,
  • National or international experience and expertise in conducting adaptation and mitigation assessment, preparation of GHG Inventories and compilation of National Communications;
  • Familiar with general government business process and specifically climate coordination mechanisms;
  • Fluent in the English language and strong writing skills are required.
  • Proven experience in providing consultancy services and certificate of successful fulfillment in previous similar assignments,
  • Previous experiences in the design and preparation of guidelines, manuals, policy/strategy related to climate change, environment, and forest;
  • Analytical capacity in areas such as climate mitigation, GHG Inventory, and institutional issues are required. In this regard, the consulting firm is expected to bring together a multidisciplinary team with a balanced level of national and international expertise;
  • Demonstrated understanding of the Paris Agreement, associateddecisions, and other decisions enacted by the UNFCCC;
