1 Terms of Reference for conducting an assessment on the contribution of non-governmental organizations to the CRGE/NDC Implementation Purpose

The main purpose of this assessment is to study the overall contribution of the non-governmental organizations, the private sector, and CSOs in the implementation of Ethiopia’s CRGE/NDC

Minimum Organization and Consultancy Task force Requirements

  • At a minimum of master-level in climate adaptation and mitigation, or related areas. At least 10 years’ experience in the development of climate change-related documents in developing countries specifically in Ethiopia;
  • Recent knowledge of the institutional and policy environment of Ethiopia in the context of the GTP-2, the new 10-years perspective and GTP III plans, CRGE, NDC, and other related national documents would be an advantage. Knowledge of the context of climate change in Ethiopia will be required;
  • Demonstrated management capacity, work experience and knowledge of policy instruments; climate mitigation, adaptation and financing; environment; and institutional issues in sub-Saharan Africa, particularly Ethiopia is required.
  • Demonstrated understanding of the Paris Agreement, associated decisions and other decisions enacted by the UNFCCC;
  • Professional experience in delivering high profile mitigation and adaptation analytical products and consultative projects in Sub-Saharan Africa, particularly Ethiopia, including management of the process and consultations required; 
  • Capability to deploy strong analytical skill, communication and presentation expertise.

2 Terms of Reference for the National NDC/CRGE Communications Strategy

Development Objectives of the Assignment

The objective of this assignment is to develop a communication strategy aimed to increase awareness and knowledge on CRGE/NDC in Ethiopia

Minimum Organization and Consultancy Task force Requirements

  • Advanced University degree in Communication, in Journalism and Mass Communication, Communication studies and Public relations, Literature, Language studies, Political science and foreign relations or another related field with a minimum of ten years’ experience;
  • Extensive work experience and proven record in communications, advocacy, policy, campaigns, strategic management;
  • Demonstrate prior experience in developing a communications strategy, ideally in the development context;
  • Experience working in climate change mitigation & adaptation, conservation, natural resource management;
  • Demonstrated management capacity, work experience and staff with knowledge of policy instruments; climate mitigation, adaptation and financing; environment; and institutional issues in sub-Saharan Africa, particularly Ethiopia is required;
  • Demonstrated understanding of the Paris Agreement, associated decisions and other decisions enacted by the UNFCCC;
  • Recent knowledge of the institutional and policy environment of Ethiopia in the context of the GTP-2, the new 10-years development plan, CRGE, NDC and other related national documents would be an advantage;
  • Capability to deploy strong analytical aptitude, communication and presentation expertise
  • All Interested Eligible Consulting firms which qualify the above minimum requirements may receive the Bid Document from EFCCC office No. 105 from Monday to Friday morning 8:30 AM to 12:30 A.M and afternoon 1:30 5:30 PM by paying 100.00 (one hundred birr) for each document or Bid..
  • The Bid will be on air for fifteen days (15) consecutive days starting from the bid announcement date on The Ethiopian Herald.
  • Bids must be delivered to the address below until 16 days from the date of announcement on The Ethiopian Herald before 4.00 AM morning.
  • Late bids will be rejected
  • The Bids will be closed on 16th day from the date of announcement on The Ethiopian Herald at 4.00 AM morning and the Bid will be opened on 16th day/the same date in the presence of Bidder’s Representative who choose to attend at the time and date of Submission 4.30 AM morning
  • The Bidders shall submit Technical Document and Financial Document with copies.
  • Bids must be accompanied by Bid Security of ETB 100,000( one Hundred thousand ) in the form of CPO.
  • The public body reserves the right to reject any or all bids
