Dukem Town Administration now invites eligible consulting firms Category Architectural and Engineering Designs, Soil Investigation, Surveying, Supervision and Contract Administration of G+1 Cultures Building located at Dukem




Agreement Title: – Architectural and Engineering Designs, Soil Investigation, Surveying, Supervision and Contract Administration of G+1 Cultures Building located at Dukem. 

1. Dukem Town Administration has secured the required budget partially for the consulting service of Architectural and Engineering Designs, Soil Investigation, Surveying, Supervision and Contract Administration of G+1 Building for improvement work place of Cultures. 

Scope of the project 

  • Conducting detail field surveys and site investigation 
  • Describe the approach & methodology of the design proposal 
  • Consultancy services for the detail engineering design of the G+1 Building, Landscape design of the surrounding and all necessary site works, technical 
  • specifications, Bill of Quantities 
  • Tender document preparation. 
  • Supervision and Contract Administration 

2. Dukem Town Administration now invites eligible consulting firms Category 

3 and above to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are: Core Business and Years in Business, Qualifications in the field of the assignment, Technical and Managerial Organization of the firm and General Qualifications and number of key staff and the following criteria; 

3. Professional, Technical, and Financial Qualification Criteria The following qualification criteria will be applied to Consultants. In the case of bids submitted by a consortium, these qualification criteria will be applied to the consortium as a whole: 

3.1. Professional Qualifications and Capability of the Consultant (ITC Clause 14) 

  • a. At least 10 Professional Technical staffs currently work for the Consultant; 
  • b. Among the staff mentioned in sub-clause (a) should be at least 1 PPA, 1 PPSE, 1 PCMCA, 1 PPSE, 1 PPEE, 1 PPME, 1 cad expert(draft man ) 
  • C.A payroll for the last 6 months with tax payment receipt from Internal Revenue Authority (payroll tax and pension) must be attached for the professionals listed on (a) and (b). 

3.2. Technical Qualifications, Competence, and Experience of the Consultant (ITC Clause 16) 

  • d. The Consultant is handling (Design, Construction Supervision and Contract Administration) 2 building projects contract with a budget of at least ETB 2 Million contracts in the past 5 years; one of the projects shall have a construction completion status of 100%. 
  • e. The consultant has designed and giving contract administration and supervision services of at least one Administrational Building (related with proposed building )with a project cost for Design, Construction Supervision and Contract Administration of at least ETB 2 million; 

3.3. Financial Standing of the Consultant (ITC Clause 15) 

{ f. The average annual turnover calculated as total payments received and Audited by Chartered Certified Accountant (External) for contracts in progress or completed within the last 5 years must be at least ETB 3 million; The renewed license, for 2012 E.C. of the Chartered Certified Auditor must be attached. 

4. The attention of interested consultants is drawn to revised public procurement 

proclamation No.649/2009 and public procurement Directive No. 2010. 

5. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. 

6. A Consultant will be selected in accordance with the QCBS method set out in revised public procurement Proclamation No. 649/2009 and public procurement Directive. 

7. Eligibility documents (trading Business license, VAT registration certificate , professional practice certificates, Tax clearance certificate issued from the Tax Authority (inland Revenue Authority) and Evidence of registration as consultants and other company establishment and renewed license for local consultant

9. Expressions of interest must be delivered in a written form to the address below up to 10th Consequent working days starting from the date announced on the news paper.
