1)      Clarification Question 1: On  Section 3.1 , page for of the terms of under the subtitle of  Objectives of the assignment disseminating the results section,  “UNICEF will assist in disseminating during mid programme, final programme evaluation workshops…” 

        Does the above statement imply that the consultant is expected to mid term program review? 

Response – No, this should read:  “UNICEF will assist in disseminating during final programme evaluation workshops”

2)      Request for extension of the submission deadline: In order to comply to the requirements of the terms of reference and  to prepare a sound and responsive technical proposal, will it be possible to extend the submission deadline by one week to the 10th of June?

Response – Yes

3)      The ToR mention that the evaluation should take into account the log frame results in Annex 1 but there is not Annex 1 attached. Can you please send this to us.

4)      P13) This page mentions “The currency of the proposal shall be ETV (Ethiopian Birr). UNICEF will reject any proposal in another currency.” However, page 40 (page 13 of the ToR) mentions “The Financial Proposal shall be presented in USD (international bidder) or ETB (local bidder) and include details of all the inherent costs of the consultancy.” Question: Can the financial proposal be presented in USD, or does it have to be presented in ETB? (We intend to make the proposal as an international bidder from our Netherlands Office)

Response – Financial offer is acceptable with USD for international vendors, Local vendor should provide their financial offer only in ETB

5)      P31 (page 4 of the ToR) mentions “The consultant is supposed to come up with an evaluation design that allows to rigorously measure the impact of the above described WASH project in the respective areas. In addition, the consultant should document the impact of health system strengthening work in the project area”. Question: Could you clarify what “health systems strengthening work” in the project area entails?

Response – Focus should be provided on 1) WASH and infection prevention  in the facility 2) data use 3) Maternity waiting homes.

6)      P31 (page 4 of the ToR) mentions “The knowledge generated from the baselines, endlines and other studies performed by UNICEF (feasibility study, business plan, capacity building, etc) will be documented and presented to sector audiences”. Does this mean that the consultant is responsible for both packaging and presenting these materials into usable knowledge products?

Response –  Yes, both the BL, EL outputs and outputs produced by other consultants shall be prepared by the KMM&E consultant and published  by UNICEF. The KMM&E consultant shall present their products to stakeholders for knowledge sharing.

7)      P 31 (page 4 of the ToR): “UNICEF will assist disseminating during mid programme…”. Question: Does this imply dissemination activities by the consultant outside of the proposed phases (baseline: August-December 2020; endline March-May 2020)?

Response – Dissemination of results is only planned at end-line, in Mar– Apr 2023

8)      P37) (table 5 of ToR): Delivery and payment schedule shows as number of copies 3 for phase 1 and 3 for phase 2. Question: Is it therefore safe to assume that the consultant will be responsible for the production of digital knowledge products? And that, if required in hard copy format, UNICEF will organise and finance hard copy production of dissemination materials (e.g. learning notes, briefing not etc)?

Response – Yes, this is correct

9)      P40 Financial Proposal (T0R p 14) The RFPS does not seem to have a format for the financial proposal. Is there a certain format or template you would like applicants to follow or can we use our own?

10)  Annex C (ToR) refers to a series of numbered annexes. However, these appear to be missing from the RFPS documentation. Question: where can these annexes be found?

14)  As far as we can see, the longitude coordinates provided in the ToR are not in Ethiopia. Question: Would it be possible to provide the right coordinates?

15)  The specific terms and conditions state that the submission deadline is Monday 03 June 2020. Could you kindly confirm that the deadline is indeed Wednesday, 03 June 2020?

       Response – Final submission day for this bid will be 03 June Wednesday at 2:00PM local time (East African time)

16)  We were informed that we may submit our offer via email. Could you kindly inform us which email address we may submit it to?

Response – As mentioned on the bid document, we will be using Eth-supplytenderbox@unicef.org only for international vendors. Local vendors will be expected to deliver hard copies physically

17)  Could you kindly confirm that submitting our price proposal in USD is valid? The specific terms and conditions state that proposals may only be in Ethiopian Birr, while the ToRs state that international bidders may use USD.

Response – Financial offer is acceptable with USD for international vendors, Local vendor should provide their financial offer only in ETB

18)  In Table 5 on page 10 (Deliverables and payment schedule) the payment schedule for activities totals 80%. Could you please clarify which activity the remaining 20% are linked to?

19)  Under 4.1. in the ToRs it is stated that Phase 1 is to be implemented in the period Sept-Dec 2020, later it is mentioned that it should last from August to November. Could you please clarify which start date we should consider in our timeline? Does this timeline already take into account expected delays due to the Covid-19 situation?

Response – The contract is expected to start in August 2020 with phase 1, between Aug and Nov. Due to COVID-19, the implementation of the Phase 1 activities might be delayed. Possible delays will be discussed during the inception phase.

20)  The ToR state that the qualitative data should inform the development of questionnaires, which implies that qualitative data collection should be conducted before the inception report is finalized. The timeline in Table 5 does not seem to take into account 2 different times of data collection during Phase 1. Could you please clarify if this should be added as an additional deliverable?

Response – The Consultant can propose variations on the deliverable schedule as long as these are justified in the proposal.

21)  In several paragraphs, the ToRs refer to Annexes 1 (logframe matrix), 2 (Theory of Change) and 3 (exemplary research questions and key indicators). However, these annexes are not attached to the document. Could you kindly share these additional documents?

Response -See Q13)

22)  Table 3 provides different intervention scenarios. Does this imply that there are different treatment arms?

Response – Only one scenario will be selected for the assignment. The Consultant is however invited to consider and discuss different scenarios each with their cost.

23)  The ToR mention that the evaluation should take into account the log frame results in Annex 1 but there is not Annex 1 attached. Can you please send this to us.

24)  We would like to draw your kind attention to Section 6 of Annex C – Terms of Reference, Table 5: Deliverables and payment schedule. Total payments amount to only 80% (35% in Phase I and 45% in Phase II).

25)   I need to know either the online RFPS IS enough or I have to come for hard copies ? 

Response – Email receipt of offers is allowed only for international vendors, for local vendors we will facilitate to collect the hard copy from the gate of ECA.

26)  Annex C mentioned about Annex 1, 3A, 3B which were supposed to be attached to the TOR. However, we were unable to find these Annexes. So could you please share the above mentioned annexes (Annex 1, Annex 2, Annex 3A and Annex 3B) which will be required for writing the technical proposal.

27) On Page 31 of the RFP document there is reference to a “log-frame/results matrix that is attached to this ToR”.  However it was not attached.  Please make this available.

28) The same paragraph on Page 31 states that “the consultant should document the impact of health system strengthening works in the project area”. Please clarify if this is something that is part of the KfW funded durable WASH solutions programme or if this is part of a separate programme.  Please also provide an explanation of what the objectives of the health system strengthening programme are.

29) Please confirm the submission date.  The 3rd of June is a Wednesday and not a Monday as stated in Section 1.4 on Page 6.

30) Please confirm whether email submissions are acceptable please. With the COVID-19 pandemic affecting us many suppliers will be home working, therefore printing 3 copies and arranging courier delivery may prove difficult.

        Response –  for this time only we can accept one copy of technical & Financial offers, Email receipt of offers is allowed only for international vendors, for local vendors we will facilitate to collect the hard copy from the gate of ECA.
