Central Statistical Agency (CSA) would like to hire competent, energetic, qualified and experienced individual consultants to verify DLI#7: Strengthen Environmental and Social Safeguards Systems particularly to verify DLR 7.2: Strengthen Safeguard System.

Ethiopia Electrification Program (ELEAP) is implemented by Ethiopia Electric Utility (EEU), coordinated by Ministry of Water, Irrigation and Energy (MOWIE) and the program financed by World Bank and Government of Ethiopia whereas Central Statistical Agency (CSA) is served as an independent government entity to undertake the entire Disbursement Linked Indicators (DLIS) verification.

ELEAP has pronounced three key results areas namely: increase access to on grid electricity in areas covered by the power grid, increase access to off-grid electricity and strengthen sector capacity and institutional reform.

The program has set a total of seven (07) Disbursement Linked Indicators (DLI) so as to measure the program output indicators as well as the program achievements. The payment/disbursement is made based on result achievement.

The program has selected seven disbursement linked indicators stated as below:

  1. DLI# 1: Establish on-grid electricity connections
  2. DLI# 2: Establish off-grid electricity access
  3. DLI #3: Strengthen sector institutional capacity
  4. DLI #4: Strengthen sector planning capacity
  5. DLI #5: Strengthen fiduciary system
  6. DLI #6: Improve gender and Citizen Engagement (CE)system
  7. DLI #7: Strengthen safeguards system

Ethiopia Electrification Program is a national program agenda which is implemented from the period 2018-2023 throughout the country. Ethiopia Electrification Program plays a significant and critical role to improve electricity in Ethiopia as well as enhancing the electrification sector institutional capacity building

Objective of the



The principal objective of the consultancy service is to verify DLI#7: Strengthen Environmental and Social Safeguards Systems particular DLR 7.2: Strengthen Safeguard System under Ethiopian Electrification Program as per verification protocol, ToR and agreed methodology. The specific objectives are clearly stated as below:

– To verify DLR 7.2: Strengthen Safeguard System as per established verification protocol and agreed methodology

– To measure the achievement of DLR 7.2

– To provide recommendations based on key findings of the verification

Consultant’s qualification and experience

three (03) competent, dynamic and experienced consultants those who have

BA/MA/MSC in Sociology, Anthropology, and Development Studies, Economics or highly related field of studies for Senior Environmental Safeguard consultant, BA/MA/MSC in Sociology, Anthropology, Development Studies, Economics of highly related field of studies for Senior Social Safeguard consultant and BA/MA/MSC in Occupational Health & Safety, community health or highly related field of studies for Senior Health and Safety consultant are eligible to apply. Applicants must have a minimum of ten years’ experience in environment, safeguard, environmental health, impact evaluation, environmental impact assessment, feasibility studies and project evaluation on electrification sector such as power and electrical engineering, project evaluation/verification and consultancy services in power engineering, electrical engineering in Ethiopian electrification sector and humanitarian/NGO setup.

Experiences in electrification project/program monitoring and evaluation, electrification verification, data collection, data analysis and advanced report writing skills in English language are absolutely essential and mandatory




The Ethiopia Electrification Program is implemented throughout the country particularly in rural areas from the period 2018-2023. The successful consultants will verify/evaluate DLR7.2: Strengthen Safeguard System for the year 2018/19(July 8, 2018 to July 7, 2019) or 2011 EFY.


The verification will be completed within two months (60 days) starting from the agreement signed (Tentatively January 7, 2021). The successful consultant will conduct the field verification data collection within 30 days in program intervention regions and the remaining 30 days will be allocated for data analysis and report writing purposes.


The shortlisting criteria are: Education Background (10%), Experience (30%), understanding the ToR (20%), Work Plan (5%) and Comprehensive Methodology (35%). The total technical score will have 0.8 weights and total financial 0.2.

The CSA now invites all interested Consultants to:

  • Obtain the TOR from the address below in the CSA;
  • submit their technical proposal (not more than 15 pages, focusing on understanding of the ToR, sound methodology, detail work plan and updated CVs) and financial proposal, one page consists of daily professional and related fee and total consultancy service cost, which excludes vehicle rent, fuel, stationery materials and driver expenses. CSA is responsible to manage logistic and administrative issues during data collection);
  • Submit technical and financial proposals in separately sealed envelopes (1 original and I copy each), delivered in a written form to the address below in person, or by mail, or by fax, or by e-mail) by on or before January 26, 2021, 2:30 PM.   • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers and the FDRE’s Procurement Proclamation 649/2009 and Directive, setting forth the World Bank’s and the FDRE’s policy on conflict of interest.
